I think ITIL and COBIT complement each other like puzzle pieces:
The focus of ITIL (IT Infrastructure Library) is to value internal or external customers through the provision of services through Information Technology. I would like to open a parenthesis: With ITIL 4, not only the service provider, but also the users of the service (e.g. business units or external customers) play an active role in value delivery, which is a very appropriate approach.
We can define ITIL as a library (series of books) that can be referenced in service management. Concepts, principles, practices, related roles, etc., required for effective service management are explained in detail. In ITIL 4, 34 practices are covered.
COBIT, on the other hand, is a governance and management framework that includes Information Technology service management. In this context, it defines the components (processes, organizational structures, policies and procedures, competencies, etc.) required for governance and management. In fact, in essence, it defines what the organization needs to do to achieve its goals with optimized risks. It also acts as a control framework. In my opinion, the strong point of COBIT is its governance perspective and the identification of the right points of integration with the business.
As for how we use the theoretical issues in practice, we use COBIT when we want to check "how we are doing" in any ITSM project, and we use ITIL to make improvements. Because in ITIL, we find detailed answers on how to "do it". In every project, I always have ITIL books at hand, I often review COBIT to see if we did it right, if there is an issue we missed.
